What is HQL?
Training for a Handgun Qualification license
takes four hours. It consists of instruction on home firearm safety, state
firearm law, handgun operation, mechanisms and a component requiring the
applicant to showcase the ability to handle a handgun safely.
Courses for the HQL license are taught by
Qualified Instructors who have registered with the Maryland State Police
through the My License/e-Gov. portal. Before applying for a HQL, you must have
completed the required training, which is valid for three years.
Why does
it require a license?
After October 1, 2013, if you don't have a
valid HQL issued by the Maryland State Police, you won't be able to buy, rent,
or be given a handgun.
Who
is exempted from needing HQL?
When applying, a person is exempt from needing
a Handgun Qualification License if they meet any of the following criteria:
1.
If
they happen to be a Licensed Firearms Manufacturers.
2.
Individuals
currently serving in the United States or state or local law enforcement or
having retired from such service are in good standing.
3.
A
current or former member of the United States Armed Forces or National Guard.
4.
A
person who meets the requirements to buy, rent, or receive a curio, antique, or
relic under federal law or in published determinations from the Bureau of
Alcohol, Tobacco, Firearms, and Explosives.
Any of the above-mentioned parties wishing to
purchase or transfer a firearm subject to regulation must present appropriate
documentation or valid credentials to a Licensed Firearms Dealer. A valid
Handgun Qualification License must be shown by any other resident of Maryland
who wishes to buy or receive a firearm that is subject to Maryland law.
Who
are exempted from training?
Individuals who need a Handgun Qualification
License but are exempt from the training requirement include:
1.
Those
who have successfully completed a certified firearms safety course that has
been recognized by the Maryland State Police (MSP).
2.
Those
who have taken and passed a test administered by the Maryland Department of
Natural Resources to prove their knowledge of firearms and hunting safety.
3.
Persons
who are currently certified handgun instructors.
4.
People
who have served in, and been discharged from, the United States Armed Forces or
National Guard with an honorable record.
5.
Those
who are employed by an armored car company and have a current Wear and Carry
Permit from the MSP.
6.
Whoever
possesses a firearm legally can apply for the Handgun Qualification License
without taking the course if they have a regulated firearm that they obtained
before October 1, 2013.
